UTF-8 does not import correctly format UTF-8

Bug:
When importing a UTF-8 file the BOM (byte-order-marker) will be incorrectly interpreted as a character and a ? will appear in the first field of the first imported entry.

Expected Result:
When importing a UTF-8 the BOM, if it exists, should be ignored.

This has been working correctly since Stackz 7.0.
